Control over a file hosted at ASPSPIDER. I suggest you store such file(s) in a SQL database. If the files are not text files (or the visitor will be able to input bytes other than valid text) then you must use Binary Large Object (BLOB) or some other means to store the data in file in the database to avoid serious problems.
As for giving control of a file in the file system. You can't give more control to the visitor than your hosting account has over the files in the file system. In ASP.NET you may delete files in the file system using code in *.aspx files but this depends on the host. ASPSPIDER will no longer grant such rights (see
http://www.aspspider.com/qa/Question1972.aspx
). They did grant permission to delete files years ago though.
Control over files other than deleting them. I know some website owners used their accounts to write to files in the file system in the past. I have no knowledge about such rights having been withdrawn by ASPSPIDER but I've recently seen posts in this forum indicating that people have problems doing so.
If you are in fact able to write to (and edit) static files using code in *.aspx files then such code may also be used to provide visitor the ability to edit static files through an *.aspx page. If not, then they will only be able to do so with files in a database like SQL or MS ACCESS.

ASPSPIDER has tightened its rules on the use of hosted websites since it began it's hosting service (
http://www.aspspider.com/tips/Tip11.aspx
). This COULD mean that in a situation (like above) where I used the word VISITOR the only visitor allowed to excercise control over a file on the server would be yourself. If you gave the general public control of upload/download of files then it would be violate current hosting rules.
