In the past websites at ASPSPIDER did have write permission to files in the website by default. I am not aware of any changes to that policy. Unless the WEBMASTER post other information below I assume users still can write to files in the file system. However, in the event website owners no longer can use their websites to write to files then do not expect to be granted such rights without contributing with significant amount of content in this forum (or in RESOURCES at ASPSPIDER).
In any event, beware that users do not have the privilege to delete files programmatically (from *.aspx files etc) and such a privilege will not be granted.

Storing files in a SQL database may be the solution for some users.
