you can create it Free from Google Adsense page, just follow the step by step. But first you must create a Google Account, using any email (yahoo, gmail, hotmail), then go register Google Adsense, after that your registration will be hold by Google management for approval, 1-5 days, at the end you will receive an email from google about this approval, you cannot have 2 Google Adsense account, or your request is rejected, or your request is approved.
