I am unable to re-create my site. Pls help

Hi, just before days to the deadline of closing my site I have tried to recreate it. But now I receive the error Your web site is expired or has a configuration problem.

Repair of the site does not work and 'Create Virtual directory' is pending for days. Please help me to have a new site.
