why it would be locked???? All my 5 post are not copied from others, and it is meaningful (as for beginners)

anyways, This is already my 7th post and I already meet the other condition in resources...  but I still cannot access my file manager.  

Do the validation of number of post have schedule? or once the page is refresh it will validate?

Surely the idea of forcing people to answer questions on the forum is counter productive. If people do not have anything valid to add or know the solution to people problems the result will be forums that contain a lot of useless posts.
